The Health and Safety Executive (HSE) is the body responsible for the encouragement, regulation and enforcement of workplace health, safety and welfare, and for research into occupational risks in Great Britain.
The HSE face their own set of challenges; As I would put it, you can lead a horse to water but you can't make it drink. How do you legislate health and safety, provide guidance and make people follow it? It is hard work. They have enforcement powers which they exercise when necessary to prohibit unsafe practices or to ensure improvements for breaches of statute. They may also prosecute for breaches of statute.
